Wanting to buy 2003 Subaru Forester with 135k, should the timing belt have been changed already? Excessive steam from exhaust? Is this a concern while cold?

Yes it need s it at 90k miles. But at this point I thing you need head gaskets. If it does need head gaskets it's better to just replace the engine.
