Question: what can be wron

my front right tire has been making a noise while driving. i took it to get inspected and they said both my front tires are ready to fall off. he showed me a part from another car and it was circular around 4 in diameter and was pretty thick. one side was smooth on the inside and the other had what looked like round balls welded. he said it would cost 560 to fix and i wanted to get other estimates but i was never told what this part was called or exactly what was wong with it.
