Question: What can cause a vehicle to be extremley LOUD with Black smoke comming from the tail pipe?

There is an individual in my neighborhood that has a suv so loud it literally vibrates my room when the guy drives by, and hes up and down the street constantly, iv talked to him about it a few times nicely and respectively, only for the noise to get louder. iv offered to even pay for it to be repaired and he refuses

how can someone make there car sound ridiculously loud and then within an hour no noise at al? its like the guy is trying to rub in our face and im trying to figure this out, its been going on for a year now, his landlord told me he kept taking off the catylictic converter so im not sure if thatis the cause, but basically this guy is just being a dick and at the same time smiling in my face and the cops basically say there is nothing theycan do unless there literally standing right there to listen. its just a nightmare ill have my windows shut, and my tv on full blastand its just this piercing vibrational engine like sound and there is NO way to not hear it, and I mean not just hear it but its like neighborhoods away you can still hear the car, any advice would be great.

There is a few things he can do. He can just unbolt the exhaust from the header and that will be very loud. Or he could put in a valve that can open and close from inside the car. Not really anything you can do. Sorry.
