Question: .what coasing this and why keep doing it.

when i start my van (ford windstar) the light is off. after couple mile or so, the ABS and PARKING LIGHT lit up. but when i turn off the ignition then start it up again the ABS and PARKING LIGHT is OFF until when ever he want to come on again. some times it dont come on at all.

Those warning lights are telling you that the computer has picked up a problem. You'll need to have the system scanned by a mechanic to find out what the problem is.
