Question: What is causing my problem?

For three weeks the car has consistently idled 50 rpm too low during idle whether parked or in gear unless load is placed on the electrical system (rolling up windows/turning wheel), then it jumps and stays at the correct rpm until I drive and stop again. Tonight a new symptom has been noticed, my tach is jumping 50 rpms back and forth while driving or idling yet no misfire is felt.

Focus on the first problem, and see if it resolves the newer one. It sounds like you've got a low idle problem, and that can be caused by overlooking some basic maintenance:
clean the IAC (idle air control) valve,
clean the throttle body, and
clean the MAF (mass air flow) sensor.

But if your vehicle is brand new with low mileage, you aren't due for that maintenance. But it should still be under warranty, so take it back to your dealer and see if they will fix it for free.
