Question: what is wrong with the horn? do I need a diagnostic?

Horn does not honk with pressing on the steering wheel, but it will honk with the key fob/alarm. One mechanic did something minor (don't know what) and the horn worked for a while, but he said if it stopped working again, probably needed to have the clockspring under the airbag replaced. The auto repair shop today said they would first have to do a $90 electrical diagnostic before they did anything at all.

It's probably the clock spring.... common failure on all makes and models.
