Question: when is it recommended to replace timing belt and water pump

He has never seen it, so he is suggesting it as a preventative measure to avoid problems which may result if the timing belt (or is it chain?) fails. Would you recommend replacing timing belt and water pump at this point, or would you wait until 100k miles?
