Question: When replacing just brake pads at 45,000 miles is it necessary to replace hardware and bleed brakes

took car to mechanic, this is what I told needed to be done. bleeding the brakes was maintenance as well as replacing hardware....he said I didnt have to bleed the brakes just recommended and that my brake fluid was still clean.
