Question: When traveling in 2,3,4 gear in town, the engine surges.

What would cause the engine to surge or pulse like this. Once on the hiway at speed, it is not noticeable.

If you're at a low rpm, a vacuum leak can cause that. There are also some sensors that can do that, sometimes they will set a code and the check engine light will be on. It's best to test the sensors, and not just replace them: MAF (mass air flow) and TPS (throttle position sensor).

Also, check your alternator for an open diode.
