Question: Wher should needle be at norm idle

High idle indicates a possible vacuum leak. As to normal operation, most vehicles idle are adjusted by the PCM by use of an Idle Control Valve. If yours is too high, it could be the IAC valve is not responding correctly or the throttle plates have carbon build up on them.

You'll need a shop to look at it to determine if the idle is not correct for your vehicle.
