Question: why does a clicking noise come from the a/c heater control area

the clicking noise comes and goes weather the engine is running or not. it gets faster and louder when i start the car and keeps clicking at a slower rate and not quite as loud, When it gets louder after i start it , it stops clicking after a couple of minutes. and might not click again until i stop and turn it off , then starts again slower. the blower is off engine off what can it be ? thanks for any help in this problem..
