Question: why does all dash light flicker when i turn my car off. and it wont start.

Got in my 2001 cavalier to come home from work. Car was running really rough and was using alot of gas. Gages and dash lights where flicking. Got it home and turned it off. Now it wont start and all the dash lights are flicker and some stay on when you turn off ignition.
