Question: Why is my accelerator stuck after being parked for 11 months?

Hello, I have an automatic 1999 Chrysler 300m with 150k. It sat parked for a little under a year but was working fine when it was driven to where it sits now (my sisters). Unfortunately, when I just went to pick it up the accelerator is stuck to the floor and it won't start. Any help would be greatly appreciated, thank you in advance. Also, is new fuel, oil change and brakes in order as well?

On the throttle, the cable it's rusted from sitting. Or you throttle body is rusted from sitting. You need to spray lube on them both. That might free it up. The fluid should be changed. The brake will seat back in.
