Question: why is my car making a warring noise while driving down the hwy

my car is making a warring noise once i hit about 40 and it sounds kinda like a wheel bearing but i just had the changed. ive rotated tires and checked pressure. i looked at my cv half axle and it looks ok. but while im driving down the road strait it makes the noise and if i turn my wheel to the left a bit it gets worse and if it turn it to the right it goes away but then it sounds like my tire is rubbing against something yet there is now ware spots. im at a loss

Did you change all the wheel bearings? Any play in the cv joints?
