When you drive down the road, any oil leaking out of the engine (or that got spilled last time you tried to add some) gets blown around. Just because you see oil on a part, doesn't mean that is the source of the leak, you'll have to look around carefully for the leak, or have it inspected at a shop--most shops will look at it and give you an estimate on the repair, but won't charge you for the inspection.
