Question: why is oil filler tube sucking air

Could be an intake manifold gasket leak.

But I where I would start is make sure your PVC system is working correctly. If the valve is sticky, or the return line is plugged you could end up with a vacuum issue.

The valves are cheap to replace, so I wouldn't bother testing (rattle) it. Also make sure the return line (the hose from the throttle body to the crankcase) isn't plugged. It is designed to allow air into the crankcase to replace what gets pulled out through the pcv valve. If it is restricted, you could end up with a vacuum issue.
