Question: why isnt my 98 cadillac eldorado pickin up speed

only shifts to next gear if going up steep hill otherwise only goes 30 miles per hour. speedometer not working.

Read the codes from the engine and transmission control modules first.

You probably have a bad vehicle speed sensor. This can cause the transmission to not shift unless you have enough load.
