Question: Why isn't my car starting?

Engine will not turn over, but auto seatbelts, radio, windows, and lights come on. Have turned off radio and lights, and still engine will not turn over. Have sufficient oil and coolant. At the moment, solution is waiting an hour or 2 after car won't start, then try starting again. (which is very time consuming)
