Question: Why will my gas gauge not read properly?

I have a 2011 Chevrolet Malibu 1LT. I have been having trouble with the gas gauge. It will not fill above 3/4 of a tank and even if I have run it on empty as long as I am willing to risk it it will only allow me to put 8-11 gallons , when I have a sixteen gallon tank. The dealership I have taken it to has replaced the fuel tank level sensor the first time I took it in and the entire tank the second time I took it to them. Neither of these things have resolved the issue, any suggestions?
