Question: why wont my jeep go in to gear?

My jeep is not working right if I put in to reverse it will not move or it will want to move forward and when I put in to drive it will move sometimes and when it does move it like it is in a low gear and I have to give it gas to get it to move it will not move under idle in any gear I have replaced the governor sensor and the filter and it is still the same and there are no problem codes that come up the check engine light is not on what can I do to fix this thing?
