Question: Why wouldn't the wipers go all the way up?

Wipers travel only about an inch up from the start position. The motor apparently works but poor wiper travel.

If you hear the wiper motor humming, but the wipers aren't moving through their full range, check the mount where the wiper arm connects to the linkage. If that is secure, the wiper motor is bad.
